Integrated energy efficient urban development - Results and experiences of the EnSURE project

A – Welcome

The meeting started with the welcome speech by the Lord Mayor of the City of Ludwigsburg, Mr. Werner Spec, representing the Lead Partner City of Ludwigsburg. Mr. Werner Spec pointed especially out the meaning of networking and the urban development.

Mr. Jörg Dürr- Pucher, the Managing Director from the Clean Energy GmbH, stressed the interplay between cities and rural areas against the background of the climate change within his presentation.

Mr. Dr. Oliver Weigel, Head of Urban Development Division from the Federal Ministry of Transport, Building & Urban Development, gave a presentation on integrated city development in the European context. The main challenges for urban development in Germany nowadays are globalisation, demographic changes, social cohesion and climate change. Climate change causes an increasing temperature of the global climate of 3,2% until the End of the 21th century. The economic growth between 1970 and 1980 was 2,9% and between 2000 and 2010 there was only 0,9% economic growth. Because of the demographic change the Urbanisation in Germany will increase from 74% in 2010 up to 84% in 2050.

Mr. Albert Geiger, Head of Department of Sustainable Urban Development, and his colleague and EnSURE project manager Ms. Sandra Kölmel, representing the Lead Partner presented the experiences and the idea of the EnSURE project. It is integrated in the Urban Development Policy, with a integrated sustainable Management System to examinate the local situation to improve and evaluate the strategic planing regularly.

The approach and measures have been implementation-oriented approach, pilot projects and common development of transnational strategies. Closs - linked topics like finance, networking and participation as well as planning and implementing have been stressed out as well.

Mr. Jens Freudenberg, from the external project management Wüstenrot Haus- und Städtebau GmbH introduced thematic areas, the EnSURE partners have been dealing with, within the project implementation. He also showed the importance of finance methods and combining the information sharing.

During the coffee break there was also the opportunity for a poster session.


B – Energy Efficient Urban Development

Mr. János B. Kocsis and Mr. Richard Ongjerth, from the Budapast University of Technology and Economics, presented principles and suggestions for an energy-efficient urban development. They focused on strategic and organisation matters as well as communication matters. The speaker stressed out the importance of Policy recommendations on European, national, regional and even on local level as well.

Ms. Silja Schade- Bünsow from the Förderverein Bundesstiftung Baukultur e.V. presented the importance of Baukultur beyond energy efficiency. Ms. Silja Schade- Bünsow explained the necessity of Baukultur for creating sustainable urban quarters and raising the quality of our built environment. The important duty is to figure out the value of the built environment.

Mr. Christian Huttenloher, the General Secretary from the German Association for Housing of the Urban and Spatial Development (DV e.V.), showed an integrated approach for energy efficient upgrading of residential areas. He presented the URB Energy - Project.

A discussion followed after the speeches about the presented topic of energy Efficient Urban Development.


C – Financial Instruments for Energetic Rehabilitation Measures

Mr. Prof. Dr. Tobias Popovi?, from the University of applied sciences Stuttgart, was searching for an answer, addressing the question, “how Europe’s energy revolution can be financed?”. It’s the access to the money what matters. The significance of capital market as a source of investment solutions was stressed. The challenge is to find sustainable financial- instruments.

Mr. Luca Romé from the Finlombarda S.p.A. briefly reported in his presentation about their research findings and financial tools for urban energy efficient rehabilitation within the EnSURE – project.

Managing Director Mr. Jens Kuderer, from the ARGE Baden- Württembergischer Bausparkasse, continued with the topic, how the energy efficient buildings and modernisations can be financed.

For example the financial requirements of appoximately 40.000 EUR is in accordance with the typical amount of a Bauspar-loan and will usually be issued without additional costs for small loans.

D – Strategies for Participation and Implementation

Mr. Prof. Dr. Detlef Kurth and Sylvia Bialk, from the University of Applied Sciences in Stuttgart, talked about the energy efficiency urban development as a participative approach. The presentation figured out the challenges of urban development and the integration process of administrative city planning and energetic planning. Therefore the project in Ludwigsburg was explained. The conclusions are that as strategy of integrated energy development plans are necessary as well as energy plans for district- and quarterlevel and an integrated implementation strategy.

Ms. Dr. Monika Herrmann, Office manager of the Energetikom – energy competence and eco design in Ludwigsburg, presented the Energetikom which is the competence centre of the Stuttgart region and office for future related issues. The regional network gives information and advice for private and commercial constructors and energy consumers.

Ms. Dr. Claudia Bissacco, Project manager from the Agenda 21 Consulting I.t.d. Padua-Italy. The presentation was about participatory approaches for energy transition, which consist out of communication, information and participation. She summarized some main conclusions of the project.

Closing of the EnSURE Final Conference

Mr. Albert Geiger, representative of the Lead Partner, expressed his thanks for the efforts, the EnSURE project partners have made within the project. He recalls fruitful discussions, exchanges of knowledge and experiences which will last beyond the EnSURE project lifetime.
